And while Paris remains determinedly mid-rise, TOO Hotel’s elevation is unusual — it’s set atop Jean Nouvel’s Tours Duo skyscraper development, which explains why its views range all the way to the Eiffel Tower and beyond. The hotel’s interiors and artistic direction are by Philippe Starck, which means even aside from the setting it’s a memorable experience. A hip restaurant with panoramic views is joined by a roof terrace cocktail bar as well as a spa with a cedar sauna and an open-air Jacuzzi.
